All indications are that the oven is off after pressing the off button.
If the oven door is left open for the oven to cool (and add a little heat to the room during this very cold Winter) and to assist the fan in cooling the oven, the fan will turn off. When the oven door is then closed, shortly thereafter, the fan will turn back on because the baking (lower) element is in fact still on at a low heat level that is definitely hot but not hot enough to glow red.
