Whirlpool Double Oven - Model RB270PXYB; Serial # XXXXX (bought new in 1992 Problem with top oven. It will preheat oven correctly to temperature setting, but it won't maintain the temp. As the oven cools off, it won't turn power back on to the heating element. What part do I need to replace?

I have a RB270PXYB. The oven has no lights on the upper control. When I turn on the lower unit a PF displays on the display. The controls seem to work OK if the lower oven is on. Neither upper or lower coils work on the upper oven. Only the upper coil on the lower oven works. I tested the voltage and we have 220 Volts coming into the unit. I tested each element (ohms) and they are not open. I swapped the lower coil from the top oven to the bottom oven and the lower coil still doesn't work. I measured the voltage on all 8 coil connections witht the coils removeds and did get 110 volts on 8 connections using the white connection. What can I do? It's a great oven.
